Under the Application Guide for Chinese Government Scholarship, section VI item 13, an applicant must submit a valid Certificate of Non-Criminal Record, which the same item also names a Police Clearance Certificate. The issuing body is the local public security authority, such as the police station. The certificate is usually issued within six months before the submission date of the application.

- Embassy of the PRC in Nigeria, X1 visa section: a consular-authenticated police character certificate in Nigeria is required. The same section reminds X1 holders that, within 30 days from the date of entry, they apply to the exit and entry administration for a foreigners' residence permit.
- Embassy of the PRC in Pakistan, X1 row: the row lists a printout of the Confirmation Form for Study in China, the admission letter and proof of financial resources; it names no police or criminal-record certificate.
