The Chinese Government Scholarship application form: what it asks and where it lives

The Application Form for Chinese Government Scholarship is filled in online, not on paper (Application Guide, section VI, item 1). You open and submit it in the Chinese Government Scholarship Information System (CGSIS) at campuschina.org (Application Guide, section V, step 4). This site is not the form and cannot submit it for you; the document checklist prints the official document items that apply to your study level and answers, so you can gather them before you start.

Where the form lives

The form is completed in the CGSIS. Per the Application Guide (section V, step 4), the applicant shall fill in and submit the Application Form for Chinese Government Scholarship online via the Chinese Government Scholarship Information System at http://www.campuschina.org.

What to prepare before you open the form

Before filling the form, the Application Guide (section V) lists three steps in order:

  1. An applicant shall learn about designated Chinese universities and majors by visiting campuschina.org or by other means, and identify the preferred scholarship program, designated university and major (section V, step 1).
  2. An applicant shall reach the designated university for admission documents (section V, step 2).
  3. An applicant shall reach an application receiving agency for a recommendation (section V, step 3).

The form is item 1 of the document list (Application Guide, section VI). The remaining items are uploaded later in the system as supporting documents (CGSIS instructions, step 5). The items you may need to prepare are:

  • Item 2: Applicants are required to submit a clear scanned copy of the information page of their ordinary passports. If the currently held passport validity is less than 12 months from the expected study start date, renew the passport and use it for the application (section VI, item 2).
  • Item 3: Diploma and certificate of highest education (notarized photocopy); a current university student shall submit the certificate of expected graduation or student status (section VI, item 3).
  • Item 4: Academic records; records in languages other than Chinese or English shall be attached with notarized Chinese or English translations (section VI, item 4).
  • Item 5: Language qualification certificates. Applicants for Chinese-taught master's, doctoral, general scholar and senior scholar programs must submit a valid HSK score report; applicants for programs taught in other languages are required to provide certificates such as IELTS or TOEFL per each university's requirements (section VI, item 5).
  • Item 6: CSCA Score Report. Bachelor's applicants must register for and take the CSCA before the application deadline and obtain a valid Score Report (section VI, item 6).
  • Item 7: All applicants must provide a pre-admission document issued by the applying universities, such as a pre-admission notice or an invitation letter (section VI, item 7).
  • Item 8: A study or research plan in Chinese or English, minimum 200 words/characters for undergraduates, 500 for scholars, 1000 for postgraduates (section VI, item 8).
  • Item 9: A postgraduate or senior-scholar academic applicant shall submit two recommendation letters in Chinese or English from professors or associate professors (section VI, item 9).
  • Item 10: An arts or design applicant shall provide his/her own works (section VI, item 10).
  • Item 11: An applicant under 18 shall submit legal documents of his/her legal guardian(s) in China (section VI, item 11).
  • Item 12: An applicant studying in China for more than six months shall submit a photocopy of the Foreigner Physical Examination Form; medical results are valid for only six months (section VI, item 12).
  • Item 13: An applicant shall submit a valid Certificate of Non-Criminal Record, usually issued within six months prior to the submission date (section VI, item 13).

What you select and enter in the system

The CGSIS instructions in the ASEAN-China Young Leaders Scholarship (ACYLS) guidebook and the MOFCOM Scholarship-CSC Program enrollment guide describe the application steps. Present them as a numbered list following those texts:

  1. Visit "CSC Study in China" at campuschina.org and click "Scholarship Application for Students". Register an account through [CREATE AN ACCOUNT] and log in.
  2. Click "Edit Personal Details" and fill in all personal information, then verify and save. Return to the previous page and start the application information.
  3. Choose the Program Category "Type A" (ACYLS guidebook, section V, step 3; MOFCOM enrollment guide, Attachment 1, step 3).
  4. Input the Agency Number. The ACYLS guidebook (section V, step 4) gives Agency Number 0025. The MOFCOM enrollment guide (Attachment 1, step 4) gives Agency Number 00010, marked only for MOFCOM Scholarship-CSC Program applicants. Program Category and Agency Number are directly matched and both are mandatory; processing authorities will not receive the online application if either is incorrect. After inputting the agency number, the matched agency name shows automatically.
  5. Move to "Language Proficiency and Study Plan" and upload "Supporting Documents" as requested, then click "Submit". Check every part before submission; all information and documents must be valid and accurate.
  6. After submission, amendment cannot be made on "Personal Details" and "Application Information". Before processing authorities handle it, you may revoke by clicking "Withdraw" and edit; after re-editing you must submit a second time or it will not be processed. Once processed, it cannot be revoked.
  7. Click "Print the Application Form" and download the form.
  8. Submit the scholarship application under the requirements of the dispatching or application processing agency.

For Type A applicants choosing "Preferences of Institutes", the ACYLS guidebook (section V, step 5) states the system automatically matches available universities according to the chosen "Student Category, Preferred teaching language". The MOFCOM enrollment guide (Attachment 1, step 5) states the system matches by "Student Category, Preferred teaching language and Major Applying for". For available majors, visit campuschina.org/universities/index.html; the discipline catalog is under "Help".

The ACYLS guidebook (section V) and the MOFCOM enrollment guide (Attachment 1) each state that China Scholarship Council never entrusts any individual or intermediary agent to process applications, and that campuschina.org is the only official website. They ask applicants to use Firefox or Internet Explorer 11.0, and for Internet Explorer to close "compatible view mode" before editing. All information must be filled in Chinese or English.

Where do I find the Chinese Government Scholarship application form?

In the CGSIS at campuschina.org, after you register and choose Program Category "Type A" and enter your agency number (ACYLS guidebook, section V, steps 1–4). The form is item 1 of the document list (Application Guide, section VI, item 1) and is printed after you submit (CGSIS instructions, step 7).

Can I edit the form after submitting?

Once submitted, amendment cannot be made on "Personal Details" and "Application Information" (ACYLS guidebook, section V, step 6; MOFCOM enrollment guide, Attachment 1, step 6). Before processing you may withdraw, edit and resubmit; after processing you cannot revoke.
