Fingerprints and interviews for a China visa: the rule and three embassy notices

A student visa applicant for mainland China may be interviewed as required by the visa authority abroad, and embassy notices require the collection of that applicant's 10 fingerprints at the visa center or embassy, subject to exemptions that differ by mission. The interview rule is in the Exit and Entry Administration Law and the Regulations; the fingerprint requirement is in each embassy's own notice.
Check which visa you need with the X1 or X2 visa check: you enter your study length and where you will live, and it prints the document list and the post-entry steps for that visa. The tool does not decide a visa; the embassy or consulate handling your application decides.
The interview rule
Exit and Entry Administration Law of the PRC, Article 18: foreigners applying for visas shall submit their passports or other international travel documents and shall accept interviews in accordance with the requirements of the visa-issuing authorities stationed abroad.
Regulations of the PRC on Administration of the Entry and Exit of Foreigners, Article 8: a foreigner shall be interviewed as required by the visa authority abroad in these circumstances — (1) the applicant applies for entry into China for residence; (2) information about the applicant's personal identity or purpose of entry requires further verification; (3) the applicant has a record of being denied entry or ordered to exit China within the prescribed time limit; (4) other circumstances where an interview is necessary. Where the visa authority abroad requires relevant departments or entities in China to help verify information, those bodies shall cooperate.
Fingerprint collection: what each embassy states
Embassy of the PRC in the United Kingdom — FAQ, Q18
Embassy of the PRC in the United Kingdom (Part Seven: FAQs and Answers), Q18: consular officers may interview applicants if necessary. Chinese laws and regulations require the collection of 10 fingerprints of each applicant at the Visa Center or Embassy/Consulates-General.
Exempt from fingerprint collection:
- Persons under the age of 14 or over the age of 70.
- Persons with injuries on all ten fingers or in other situations where fingerprints cannot be collected.
- Some diplomatic, service and courtesy visa applicants (see the embassy's "Diplomatic, Service and Courtesy Visa" section).
The UK FAQ, Q18, gives no expiration date for these fingerprint exemptions.

Embassy of the PRC in India, Notice on Updating Requirements for Chinese Visa Application (Update August 2024), section 1.3: the following applicants can be exempted from fingerprints collection:
- Applicants under the age of 14 or over the age of 70.
- Applicants already had fingerprints collected within the past five years at the Chinese Embassy in India or the Chinese Visa Application Service Center in New Delhi using the same passport.
- Applicants with all fingers mutilated or uncollectible.
The same notice also states a temporary measure: applicants eligible for short-term single or double-entry visas (staying for less than 180 days) are exempted from biometric data (fingerprints) collection. As to the expiration of the temporary measure, the notice refers to the Embassy's relevant notice.
Embassy of the PRC in Pakistan — notice on fingerprint exemption (December 2025)
Embassy of the PRC in Pakistan, notice on the further expansion of the period and scope of exemption from fingerprint collection (dated 2025-12-24): starting from December 17, 2025 until December 31, 2026, fingerprints collection is exempted for eligible applicants who apply for short-term visas with a stay period of 180 days or less.
For applicants of D, J1, Q1, S1, X1 and Z visas, which require the application of a residence permit after entering China, fingerprint collection is still required.
Embassy of the PRC in Nigeria — notice on fingerprint exemption (December 2025)
Embassy of the PRC in Nigeria, notice on exemption of fingerprints collection for applicants for certain types of Chinese visas (dated 2025-12-19): from 2025-12-19 until December 31, 2026, Chinese visa-issuing authorities exempt fingerprints collection for all short-term visa applicants whose intended duration of stay in China is no more than 180 days.
Fingerprints collection is still required for visa applicants who need to obtain residence permits after entering China, including the D, J, Q1, S1, X1 and Z visas.

Are X1 student visa applicants exempt from fingerprint collection?
Pakistan notice (dated 2025-12-24): for applicants of X1 visas, which require the application of a residence permit after entering China, fingerprint collection is still required. Nigeria notice (dated 2025-12-19): fingerprint collection is still required for X1 visa applicants, who need to obtain residence permits after entering China. The UK FAQ, Q18, lists no X1 exemption. The India notice, section 1.3, lists no X1 exemption.
