Notarised copies and translations for a China scholarship application

Two documents in a Chinese Government Scholarship application must be notarized: a copy of the highest diploma and, where records are in another language, a notarized translation. The Application Guide for Chinese Government Scholarship sets this in section VI, item 3 (notarized photocopy of the highest diploma) and item 4 (notarized Chinese or English translations of academic records in other languages).

After arrival, the residence permit application carries its own foreign-language rule. The National Immigration Administration service guide for issuing residence permits, the closing sentence of section 12: foreign-language supporting materials shall be translated into Chinese. Is the passport copy required to be notarized?
No. Application Guide for Chinese Government Scholarship, section VI, item 2 requires a clear scanned copy of the passport information page and does not require it to be notarized. Guidebook to the ASEAN-China Young Leaders Scholarship, section IV, item 2 requires a copy of the passport home page and does not require it to be notarized. MOFCOM Scholarship-CSC Program (Enrollment Guide), item 8 requires a photocopy of a valid passport and does not require it to be notarized.
