Scholarships in China for Pacific Island students: the PIF Program and Fiji's notice

A Pacific Island applicant has two separately published routes, and they are not the same route. The Chinese Government Scholarship — PIF Program row of the China Scholarship Council application guide is for students and scholars from Pacific Island countries and is received by the Pacific Islands Forum Secretariat. Separately, the Chinese Embassy in Fiji published its own notice for the 2026/2027 cycle, under which the Embassy is authorized to handle the scholarship enrolment of Fijian students and applicants use Program Category "Type A" with Agency Number 2421.

The PIF Program row in the CSC application guide

The Application Guide for Chinese Government Scholarship lists scholarship programmes in a table in section I (III). The PIF Program row reads as follows.

Two things follow from that row alone. Undergraduate study is inside the PIF Program's listed categories, which is not true of every programme in the same table — the AUN Program row lists postgraduates only. And the receiving agency named for PIF is the Pacific Islands Forum Secretariat, not a Chinese embassy.

Neither the guide nor the Fiji notice says how an applicant from a Pacific Island country other than Fiji contacts the Pacific Islands Forum Secretariat, what that office requires, or when it opens; the guide's row gives only the Secretariat's name and website. The guide page carries no publication date and no academic year.

What the guide's eligibility list adds

Section IV of the same guide lists these eligibility items:

  • A citizen of a country other than the PRC, in good health mentally and physically.
  • Under 25 with a high school diploma or equivalent for an undergraduate programme; under 35 with a Bachelor's degree for a Master's programme; under 40 with a Master's degree for a doctoral programme.
  • Under 45 with a high school diploma or higher for a general scholar programme; under 50 and a master's degree holder or associate professor or above for a senior scholar programme.
  • The China Scholastic Competency Assessment (CSCA) with a valid score report uploaded for bachelor's programmes.
  • HSK Level 3 for a Chinese-taught general scholar programme, excluding Chinese language majors; HSK Level 3 for a Chinese-taught senior scholar programme; HSK Level 4 for a Chinese-taught master's or doctoral programme.
  • For a programme taught in a language other than Chinese, the admission requirements of the university of preference on language proficiency and academic ability, among others.

Fiji's notice: route and conditions for the 2026/2027 cycle

The Embassy of the People's Republic of China in Fiji published "2026/2027 Chinese Government Scholarship Application Now Open" on 5 November 2025. Its dates belong to that intake and have passed; when this page was checked, the notice for the next intake had not been published there.

Route. The Embassy states it is authorized to be responsible for the scholarship enrolment of Fijian students. Applications go in online at www.campuschina.org, with Program Category "Type A" and Agency Number 2421. The notice says programme category and agency number are directly matched and both mandatory, and that processing authorities will not receive the application if either is wrong. After printing the application form, applicants send it to the Liaison Officer of the Chinese Embassy in Fiji (step 7 of the notice's instructions).

Conditions. Applicants must be citizens of the Republic of Fiji and in good health. The age and degree thresholds are the same shape as the guide's: under 25 and a high school graduate for undergraduate; under 35 with a bachelor's for master's; under 40 with a master's for doctoral; under 45 and at least a high school graduate for general scholar; under 50 and a master's degree holder or associate professor or above for senior scholar. Bachelor's applicants take the CSCA and upload a valid score report. HSK 3 is required for Chinese-taught general scholar programmes (those studying Chinese language are exempted) and Chinese-taught senior scholar programmes; HSK 4 for Chinese-taught master's or doctoral programmes. Applicants must also meet the admission requirements of the universities applied to.

Documents. The notice lists, among others: the application form generated by the system; a scanned passport information page (if the passport has under 12 months' validity calculated from 1 September 2026, renew it first); notarized highest diploma, with notarized Chinese or English translations for documents in other languages; academic transcripts under the same translation rule; language qualification certificates; the CSCA score report; a pre-admission document from the university applied to, required of all applicants; a study plan or research proposal of at least 200 words for undergraduates, 500 for non-degree students and 800 for postgraduates; two recommendation letters from professors or associate professors for graduate and senior scholar programmes; guardian documents for applicants under 18; the Foreigner Physical Examination Form for stays over six months, valid for six months; and a non-criminal record certificate, usually issued within six months before submission.

CSCA timing in that cycle. Applicants intending to enrol in September 2026 were required to register for and take the CSCA at www.csca.cn on 21 December 2025 or 25 January 2026, and to check the required test subjects with the target institution.

Cycle dates. Online submission ran 5 November 2025 to 1 February 2026; the Embassy examined applications and held interviews from 1 February to 1 March 2026 and sent recommended applications to the China Scholarship Council; in late July or early August 2026 the Council confirmed candidates and sent admission letters to the Embassy, with winners notified to collect the admission letter and JW201 visa form.

What the award covered. The Embassy's notice says the scholarship provides tuition waiver, free accommodation, a stipend and comprehensive medical insurance, and that international airfare is covered by applicants themselves.

The notice also states that applications are completed online and the Embassy no longer accepts paper mailing materials, and that the China Scholarship Council never entrusts any individual or intermediary agent to process applicants.

Where the two texts point to different offices

The PIF Program row names the Pacific Islands Forum Secretariat as the receiving agency. The Fiji notice says the Chinese Embassy in Fiji is authorized for the scholarship enrolment of Fijian students and routes applications through Agency Number 2421. Both are set out above as published; which office handles a given application is a question for the office handling that application, and this page does not tell you which wording to prefer.

The Fiji notice requires applicants to be citizens of the Republic of Fiji, so it does not open that route to nationals of other Pacific Island countries. Neither the notice nor the guide's PIF row says whether a Fijian applicant may also apply through the Pacific Islands Forum Secretariat.

Questions people ask

Is the PIF Program open to undergraduates?

Yes, on the guide's row: the supporting categories listed for the PIF Program are undergraduates, postgraduates, general scholars and senior scholars.

Does the scholarship pay for flights to China?

No. The Fiji notice lists tuition waiver, free accommodation, stipend and comprehensive medical insurance, and states that international airfare is covered by applicants themselves.

Is an HSK score needed for an English-taught programme?

The guide's item 11 addresses programmes taught in a language other than Chinese by requiring the applicant to meet the university's admission requirements on language proficiency and academic ability. The Fiji notice similarly asks for relevant certificates such as IELTS or TOEFL reports in accordance with each university's requirements.

Do I need a university pre-admission document?

Yes, under the Fiji notice: all applicants must provide a pre-admission document issued by the universities applied to, such as a pre-admission notice from the international student admission department or an invitation letter from a school or professor.
