Scholarships for EU students in China: the EU Program and Ireland's call

An EU citizen's route through the Chinese Government Scholarship is the EU Program: the Application Guide for Chinese Government Scholarship lists it for students and scholars from EU member states, at undergraduate, postgraduate, general scholar and senior scholar level, with the Office for Education and Culture, Mission of the PRC to the EU as the application receiving agency. Ireland's 2026/2027 call was run differently — the Embassy of the People's Republic of China in Ireland named itself the designated acceptance agency for applicants based in Ireland. Ireland's terms are Ireland's; neither the gov.ie page nor the Embassy notice says that other EU member states follow them.

The EU Program row in the CSC guide

The guide's "Scholarship Programs" table in section I (III) gives the EU Program in one row:

The same table gives the Great Wall Program a different target group — students and scholars from developing countries — and the National Commission for UNESCO in the home country as its receiving agency. The EU Program is the row whose target group is EU member states. The guide page carries no publication date and no academic year. Eligibility, from section IV of the guide

The eligibility items quoted on that page are:

  1. Be a citizen of a country other than the PRC, and in good health both mentally and physically.
  2. Undergraduate: academically excellent holder of a high school diploma or its equivalent, under 25 when applying.
  3. Master's: academically excellent holder of a Bachelor's degree or its equivalent, under 35 when applying.
  4. Doctoral: academically excellent holder of a Master's degree or its equivalent, under 40 when applying.
  5. General scholar: holder of a high school diploma or higher, under 45 when applying.
  6. Senior scholar: master's degree holder, or associate professor or above, under 50 when applying.
  7. Bachelor's applicants: take the China Scholastic Competency Assessment (CSCA) and upload a valid score report.
  8. Chinese-taught general scholar programme (excluding Chinese language majors): HSK Level 3 passed.
  9. Chinese-taught senior scholar programme: HSK Level 3 passed.
  10. Chinese-taught master's or doctoral programme: HSK Level 4 passed.
  11. Programme taught in a language other than Chinese: meet the admission requirements of the university of preference in language proficiency and academic ability, among others.

Section IV of the guide names HSK levels but no minimum HSK score inside a level, and it names no minimum CSCA score.

Ireland's 2026/2027 call: two offices, two sets of instructions

The Irish department's page and the Embassy's notice describe the same intake with different details. Both are reproduced below; neither is rewritten into a single rule.

The two dates belong to the 2026/2027 cycle and have passed; the notice for the next intake had not been published on either page when they were checked. Where the two dates differ, contact the office handling your application.

The gov.ie page adds that all eligible application papers are assessed by the "Selection Committee on Government Exchange Scholarships" to select a candidate to nominate to the CSC, and that the papers of the successful candidate are then sent to the CSC for its consideration.

The CSCA requirement for bachelor's applicants

Eligibility item 7 of the CSC guide requires bachelor's applicants to take the CSCA and upload a valid score report. Both Irish notices repeat it:

  • gov.ie: all applicants for bachelor's degree programmes must take the CSCA and provide a valid score report before submitting their applications. Prospective 2026/27 bachelor's applicants had to register for and take the assessment on 21 December 2025 or 25 January 2026. Test subjects: inquire with the prospective university. Registration portal: www.csca.cn.
  • Embassy: from the 2026/2027 academic year, all undergraduate applicants must take the CSCA before submitting the scholarship application and include a valid score report; the score report is a mandatory document for university admission review. Applicants intending to start in September 2026 had to register for one of the sessions on 21 December 2025 or 25 January 2026. Test subjects: consult the chosen university.

What the guide and the Irish notices do not cover

  • The EU Program row does not state an award amount, a number of places, a deadline or an academic year; the guide gives no number of EU Program awards anywhere.
  • Neither Irish notice states a fee, a processing time or an award value, and no such figure is given here.
  • Section I of the guide also describes the Bilateral Program (application filed with the dispatching department of the applicant's home country), the University Program (application filed with the Chinese universities undertaking it) and the Student Exchange Program (application filed with Chinese universities and their foreign partners); it does not name EU citizens in connection with any of them, and this page does not say whether they apply to you.
  • The gov.ie and Embassy pages speak for Ireland's cycle only.

Questions people ask

Do I apply through the EU Mission or through my own country's authorities?

The EU Program row in the CSC guide names the Office for Education and Culture, Mission of the PRC to the EU as the application receiving agency. The Embassy's notice names the Embassy of the People's Republic of China in Ireland as the designated acceptance agency for applicants based in Ireland, and the Irish department's page names itself as the office that receives the emailed copy and runs the nomination. Both wordings are given above; the office handling your application decides which applies to you.

Was the deadline 15 February 2026 or 25 February 2026?

Both dates belong to the 2026/2027 cycle. The Embassy notice gives an application deadline of 15 February 2026. The Irish department's page gives 5pm, 25 February 2026 as the time by which the copy of the online application, the English application form and the supporting documents had to reach scholarships@dfheris.gov.ie. Neither notice mentions the other's date, and this page does not reconcile them.

Do I have to take the CSCA?

Only if you are applying for a bachelor's programme. Eligibility item 7 of the CSC guide requires it, and both Irish notices repeat it for the 2026/2027 academic year. Neither the guide nor the two Irish notices state a passing score.

How many places does the EU Program have?

The guide's EU Program row gives no number of places. The Irish department's page states one place for one Irish student in 2026/27; that figure is Ireland's and is not stated as theEU Program's figure.

Can an agency apply on my behalf?

The Embassy of the People's Republic of China in Ireland states that the CSC has not authorised any individual or intermediary agency to undertake scholarship applications, and that applications must be submitted exclusively through the official acceptance agency and the designated online information system.
