Where each China scholarship application goes: a routing table

The body that receives your scholarship application depends on the programme you apply for; there is no single office. Each programme below names its own receiving body in its official notice, and the table lists that body with the notice section.

How each notice words the channel

Chinese Government Scholarship — Bilateral Program: "An applicant shall file an application with the dispatching department of their home countries." (Application Guide for Chinese Government Scholarship, section I (I))

Chinese Government Scholarship — University Program: "An applicant shall file an application with Chinese universities undertaking this program." (section I (II))

Chinese Government Scholarship — Designated Scholarship Programs: "An applicant shall file an application with the international organizations and institutions concerned." (section I (III)) The section I (III) table names each: Great Wall Program → National Commission for UNESCO in the home country; EU Program → Office for Education and Culture, Mission of the PRC to the EU; AUN Program → AUN Secretariat; PIF Program → Pacific Islands Forum Secretariat; WMO Program → WMO.

Chinese Government Scholarship — Student Exchange Program: "An applicant shall file an application with Chinese universities and their foreign partners." (section I (IV))

ASEAN-China Young Leaders Scholarship (ACYLS): "Applicants shall submit their applications to ACYLS national focal points of their respective home countries before the deadline. Faculty and staff from ASEAN universities, who apply through ASEAN University Network (AUN) and AUN Thematic Networks, shall submit their applications to AUN Secretariat before the deadline." MOFCOM Scholarship — CSC Program: "The applicants shall obtain the approval and recommendation from the relevant department of host country before applying for this scholarship. Afterwards, the applicants could submit application according to the requirements of above department." (MOFCOM Enrollment Guide, section V, Submission Offline, item 1) "For the applicants whose host government allows them to submit the application directly to the Embassy of China, please obtain the permission or recommendation letter from the host government which states that the applicant has been approved to study in China, and submit the original documents of the letter and other above mentioned application documents to the ECCO of Chinese Embassy in the host country. The scanned electronic edition of the documents is needed as well." (section V, Submission Offline, item 2)

Youth of Excellence Scheme of China (YES China): Online application is through the Chinese Government Scholarship System (http://studyinchina.csc.edu.cn/#/login); choose "Type A" for Scholarship Type, agency code 1563, and "Youth of Excellence Scheme of China" (YES China notice, section 4(1)). Handling: "The China Scholarship Council accepts individual applications directly, and reviews the materials submitted by applicants then arranges expert review." (section 4(2))

Chinese Trade Unions Silk Road Scholarship (CTUSRS): Apply through CGSIS; choose "Type A" for Program Category and enter "00009" as the Agency Number. "Once the correct 'Program Category' and 'Agency Number' are entered in the system, name of the authority will be displayed automatically on the page." (CTUSRS notice, section III, step 3)

International Chinese Language Teachers Scholarship: "Online registration will be available … on the International Chinese Language Teachers Scholarship website (http://www.chinese.cn). You may search for Recommending Institutions and Host Institutions; submit application materials online; and track the application process." (ICLT 2025 Guidelines, section III) CLEC entrusts an expert panel to review; Recommending and Host Institutions complete the review.

Questions people ask

Does the China Scholarship Council receive my application directly?

For the Bilateral, University, Designated and Student Exchange programmes, the applicant files with the named receiving body (Application Guide for Chinese Government Scholarship, section I), and that body submits the recommended candidates list to the CSC (section V, step 5); the CSC notifies results through that body (step 7). For YES China, the China Scholarship Council accepts individual applications directly (YES China notice, section 4(2)).

Where do I send the MOFCOM application?

Obtain approval and recommendation from the relevant department of your host country first, then submit as that department requires (MOFCOM Enrollment Guide, section V, Submission Offline, item 1). You submit to the Economic and Commercial Counselor's Office of the Chinese Embassy only if your host government allows direct submission to the Embassy of China, and you bring the host government's permission or recommendation letter (section V, Submission Offline, item 2).
